Saudi Ministry: Measuring Vision 2030 Culture Readiness
A Saudi government ministry used CorpMetrix's culture diagnostic to measure the gap between its current culture and the innovation-oriented culture required for Vision 2030 transformation.
The Challenge
The ministry's leadership knew that achieving its Vision 2030 targets required a fundamental shift in organisational culture โ from a hierarchical, compliance-driven model to an innovative, citizen-centric one. But without measurement, the culture transformation roadmap lacked an evidence base.
The Solution
CorpMetrix deployed a Vision 2030-aligned culture diagnostic measuring current vs. desired culture on 8 dimensions, with specific dimensions added to capture 'Digital Transformation Readiness', 'Innovation Permission', and 'Citizen-Centric Orientation'. The survey was conducted entirely in Arabic with RTL interface across 2,800 employees.
The Outcome
The diagnostic revealed that 'Innovation Permission' โ the belief that one can propose and implement new ideas without fear of failure โ scored 38/100 against a desired score of 72/100. This 34-point gap became the central focus of the ministry's 2-year culture programme, including an Innovation Lab, a Fail-Forward Recognition Scheme, and a redesigned senior leader communication programme. A follow-up diagnostic 18 months later showed the 'Innovation Permission' score had risen to 59/100 โ a 21-point improvement.
